The Aylla Rewe del Ngen Mapu Kintuantü, an organization representing over 150 communities in the Pilmaiquén River basin, submitted the filing to the Norwegian Consumer Authority. They argue that Statkraft’s projects threaten sacred sites and ignore the requirement for free, prior, and informed consent. Machi Millaray Huichalaf, a spiritual authority for the Mapuche, described the action as a necessary intervention to prevent irreversible damage to land central to their cultural and ceremonial life.

Beyond environmental concerns, the complaint highlights the safety of human rights defenders and the integrity of local women and children. Because Statkraft is wholly owned by the Norwegian government, the case forces a broader examination of how Norway applies its human rights standards to state-run enterprises operating abroad. Legal advisor Knut Hurum, known for his work on the landmark Fosen case involving the Sami people, is steering the legal strategy. Representatives from the Mapuche Williche are scheduled to travel to Norway next month to press their case directly with government officials and civil society groups.
