Family Sues Waterford Police Over Teen’s Paralyzing Encounter

A federal civil rights lawsuit filed by Slager Madry LLC seeks $50 million in damages after a September 2024 police encounter left 19-year-old Donovan Beard, who has autism, with permanent quadriplegia. The complaint alleges that officers used excessive force and failed to provide critical medical assistance after a high-speed pursuit.

The incident began when Waterford police officers pursued Beard, who was riding a motorbike, to a private residence. According to the filing, officers were aware of Beard’s developmental disabilities but escalated the situation by deploying a police dog and drawing a firearm. The pursuit ended when an officer blocked Beard’s path, forcing him to crash head-first into a parked patrol vehicle.

Despite clear indicators of a spinal injury, officers allegedly failed to stabilize his neck or summon emergency medical services. Instead, the lawsuit claims personnel tased the motionless teenager, dragged him across the pavement, and restrained him. These actions led to a complete, unstable fracture of his cervical spine. Beard now requires total assistance for daily living and will need lifelong care. Attorney Joaquin Madry stated that the case underscores a systemic failure in how law enforcement interacts with individuals who have developmental disabilities, noting that Beard posed no threat during the encounter.
