Consortium Launches Cross-Border Pilot for Quantum-Resistant Finance

The Responsible Fintech Institute and technology partner Safeheron have launched a cross-jurisdictional pilot to test post-quantum cryptographic infrastructure for digital asset transfers. By integrating NIST-standard digital signatures with multi-party computation, the initiative aims to establish a secure, open-source framework for banks and regulators facing future quantum-driven cyber risks.

The research program centers on the ML-DSA-65 digital signature standard, testing its effectiveness for wallet generation and on-chain activity via the quantum-resistant NEAR testnet. Unlike isolated security updates, this project brings financial institutions and regulators from multiple regions into a shared environment to evaluate cross-border interoperability and governance. Current participants include the Malta Financial Services Authority, the Gelephu Financial Services Office, and Abu Dhabi Global Market, alongside financial entities such as Bison Bank and DK Bank.

This move reflects a growing urgency to address the limitations of public-key cryptography in the face of quantum computing advancements. Safeheron plans to open-source the protocol code to ensure the architecture remains subject to independent security audits rather than relying on proprietary trust. As the pilot progresses, it seeks to generate a transparent research roadmap, providing a reference model for how the financial sector can execute a phased migration toward quantum-safe systems while meeting evolving supervisory expectations.
