Scott Kupor, director of the OPM, emphasized that the move serves to strengthen data capabilities and overall accountability for the Executive Branch. The contract follows a rigorous competitive evaluation phase involving testing and feedback from multiple government agencies. Oracle will now spearhead the technical transition, replacing a patchwork of legacy systems with a modernized interface aimed at improving interoperability for the federal workforce.
