Skanska Wins $454 Million Contract for Hudson Tunnel Rail Link

The Gateway Development Commission has tapped a joint venture between Skanska and Creamer Sanzari to execute the $712 million New Jersey Surface Alignment Project. Skanska’s stake in the deal, valued at approximately $454 million, targets the expansion and modernization of one of the busiest rail arteries in the United States.

Construction is set to begin this month in Secaucus and North Bergen, with a targeted completion date in 2030. The project serves as a critical component of the broader Hudson Tunnel initiative, designed to bridge the gap between a new passenger rail tunnel and the existing Northeast Corridor infrastructure.

The technical scope involves building over 7,500 feet of track infrastructure to improve long-term reliability. Workers will install retaining walls on deep foundations, construct a railroad bridge spanning Secaucus Road, and erect a pile-supported viaduct across local wetlands. The design-build contract also requires the construction of a crossing over the New York, Susquehanna and Western Railway and Conrail freight lines. Skanska will record its share of the contract in its U.S. order bookings for the second quarter of 2026.
