Governor Radiy Khabirov confirmed the incident via social media, characterizing the fire as minor while noting that damage assessments remain ongoing. Russian officials anticipate repairs will conclude within several days. This strike follows a broader pattern of escalation, including recent drone incursions at the Baltic Sea export hub of Ust-Luga, which serves as a primary artery for Russian crude and commodity shipments.

Ukraine’s strategy centers on eroding Russia’s energy export revenues while simultaneously tightening domestic fuel availability. The impact is increasingly visible at the pump; Russian diesel and gasoil exports plummeted to 80,000 barrels per day in early August, marking a multi-year low. As Moscow struggles to maintain supply levels during peak demand, the persistent targeting of processing sites has exacerbated gasoline and diesel shortages that have plagued the country throughout the spring and summer months.
