Russellville Overhauls Parks Using Lighting-as-a-Service Model

Russellville, Arkansas, has become the first U.S. municipality to modernize its public sports facilities through a subscription-based model. By replacing outdated fixtures at three parks simultaneously with high-performance LEDs, the city bypassed traditional capital expenditure requirements, shifting to a predictable monthly service fee managed by NGU Sports Lighting.

The project replaced 500 aging 1,650-watt HID fixtures with 426 LED units across Pleasant View, M.J. Hickey, and Shiloh parks. This transition is expected to lower the city's connected lighting load by 63 percent, cutting annual electricity consumption by approximately 516,000 kilowatt-hours. Over a decade, the city anticipates combined savings in energy, demand, and maintenance costs to exceed $1.27 million.

Mayor Fred Teague pursued this approach to fulfill his "Quality Place, Quality Life" initiative, which prioritizes rapid infrastructure improvements without the constraints of long-term bonding or phased budgeting. The partnership, which moved from initial concept to full installation in six months, allows NGU to retain ownership and maintenance responsibility. This shift enables Russellville to redirect its capital toward other municipal priorities while ensuring consistent facility standards for both local families and visiting tournament participants.
