Prosecutors allege that Manfred D., who served as chief of staff to multiple BND heads, funneled nearly 2,000 documents to Hanning after the former director transitioned into private consultancy. While Hanning’s legal team acknowledges he possessed classified papers, they maintain he never compromised national security or sold secrets to foreign entities. The gravity of the breach, however, has forced Western partners—including the CIA—to evaluate the vulnerability of intelligence previously entrusted to Berlin.
