Washington Migrates Shadow Tankers to Mainstream Crude Trade

Two very large crude carriers that once hauled Venezuelan oil are now moving cargo out of the Persian Gulf, marking the initial phase of a U.S. strategy to integrate sanctioned vessels into the legitimate global fleet. The shift aims to alleviate record-high freight rates fueled by regional volatility and surging demand.

Washington Migrates Shadow Tankers to Mainstream Crude Trade

Energy Secretary Chris Wright recently outlined the administration’s plan to transition ships from the so-called dark fleet into the legitimate market. By licensing specific vessels for non-sanctioned trade, the government hopes to expand the available tanker supply without formally lifting sanctions. Wright estimates that this initiative could eventually add hundreds of ships to the global roster, providing much-needed capacity for mainstream oil exports.

Freight costs have soared as ship-to-ship transfers become standard practice and geopolitical tensions complicate transit through the Strait of Hormuz. With some routes demanding as much as $40 million in shipping costs, the economic pressure to increase vessel availability has become acute. Benjamin Robinson, a maritime attorney at Chalos & Co., described the maneuver as a highly nimble approach to achieving foreign policy goals while addressing the critical shortage of tonnage currently hindering the broader energy market.
